In addition to being a senior lecturer at the IKJ Graduate School and Chair of the Praxis Association, Hilmar has also led transformative initiatives to improve Indonesia’s cultural ecosystem since 2016, focusing on policy innovation, sustainable funding, and the empowerment of cultural actors through collaboration between the government, civil society, and cultural practitioners. He also formulated and passed the Cultural Advancement Law (UU Pemajuan Kebudayaan), which defines clear roles for stakeholders, from the central and regional governments to the private sector and civil society, and oversees the development of its derivative regulations, ensuring a structured roadmap.
